Abdulmutallab has been on a watch list by the U.S. National Counterterrorism Center for two years, an official said. There are 550,000 people with suspected ties to terrorism on the list.
Relatives in Nigeria said the suspect's father - a prominent banker - was stunned his son was allowed to fly to the U.S.
The father alerted the U.S. Embassy in Nigeria months ago that his son had developed "extreme religious views" and had disappeared, the Nigerian newspaper This Day reported.
"I am really disturbed," said Alhaji Umaru Mutallab, a former minister and chairman of First Bank in Nigeria. "I have been summoned by the Nigerian security and I am on my way to Abuja to answer the call."
Despite the red flags, his son was not on a Transportation Security Administration "no-fly" list - and got a two-year U.S. travel visa in 2008.
But Janet Napalitano still doesn't get it. She's sure there is no "larger terror plot."
Sure.
She-of-the-perfect-foresight -- who didn't know, and certainly didn't tell us, that this terror attack was coming.
Al Qaeda in Yemen explicitly threatened the United States with a bombing four days before Christmas.

ABC also points out an interesting tie to the Fort Hood Jihadist mass-murderer.
Investigators believe Abdulmutallab was connected to al Qaeda by the same radical imam, American-born Anwar Awlaki, who is linked to the American Army major accused of opening fire at Fort Hood in November.
But we really don't need to speculate whether this Christmas Day bomber was part of a larger plot. He has already admitted that he was recruited, trained and equipped by Al Qaeda:
The plot to blow up an American passenger jet over Detroit was organized and launched by al Qaeda leaders in Yemen who apparently sewed bomb materials into the suspect's underwear before sending him on his mission, federal authorities tell ABC News.
Investigators say the suspect had more than 80 grams of PETN, a compound related to nitro-glycerin used by the military. The so-called shoe bomber, Richard Reid, had only about 50 grams kin his failed attempt in 2001 to blow up a U.S.-bound jet. Yesterday's bomb failed because the detonator may have been too small or was not in "proper contact" with the explosive material, investigators told ABC News.
Investigators say the suspect, Abdul Farouk Umar Abdulmutallab, a 23-year-old Nigerian student whose birthday was last Tuesday, has provided detailed information about his recruitment and training for what was supposed to be a Christmas Day suicide attack.
Oh, hey, and another Nigerian was just arrested for acting strangely on a repeat of the same flight.
Napalitano now tells us not only that there is no evidence that the Christmas Day attack was part of a larger terror plot -- when federal agencies themselves admit the contrary -- but also tells us that "the system worked" -- when in fact it was only a failed detonator that prevented this plane and its passengers from being blown to bloody bits.
If we were talking about Republicans instead of Muslims, Napalitano and the rest of the Obama administration would be able to connect the dots.
But the failure goes beyond airline security. Obama slashed funding to missile defense at a time when it is more critically needed than ever. Obama's outreach to Iran has, as I and many others predicted, failed miserably. The North Korean nuclear threat has only grown under Obama's watch. Meanwhile, numerous dangerous terrorists are in the process of being released from Guantanamo by the Obama administration to locations where they can resume their anti-Western jihad immediately.
No B+ for Obama here. His incompetence, fecklessness and wilfull blindness to mortal threats to the safety of Americans is indefensible and will cost innocent lives if it continues. This is a national security
