The dialog could go like this: (1) We will buy your cargo at a 5% markup. Proceed directly to New Jersey to offload, or (2) Return to port, or (3) Prepare to be sunk.
Everyone will choose option (1), which will leave Iran without adequate gasoline. The Iranian military will be affected along with everyone else. The only thing that seems to reliably get the average Iranian to pay attention is to cut off their gasoline supplies.
