Yes, the satellite shot probably is a test of the US anti-missile system. The US will use three missiles to make sure they hit the target. However this shot has little to do with testing anti-satellite weapons. Most spy satellites ride very high (~850 miles) and move slowly. This satellite rides very low (~150 miles) and is traveling very fast, more like an incoming ICBM.
The Navy has modified three SM-3 anti-missile missiles aboard Aegis ships to do the job. The strike will provide extremely valuable real-world data that would be very hard to obtain without this opportunity.
Of course Russia doesn't like it, they're not supposed to like it. If the allied democracies did what Russia wanted, we would all be speaking Russian long ago.
