That's because of their respective constituencies. Most Republicans would like to see our society built (and led) by law-abiding citizens.

However...

Not all Democrats are felons, mind you; but those Americans (and almost-Americans) who are, are often staunch Hillary supporters!

I wonder why that is? You would think that those who have been in trouble with the law would be most likely to want LESS government, not more. UNLESS, that is, they have learned to depend on the type of 'government' that SUPPORTS their lawless and unhindered behavior. HMMMMM...
